Open letter: Support for criticism of the Comité de sages du Québec report

To the public, policymakers, and all parties concerned with justice and dignity for transgender people in Quebec,
As an organization committed to equality and human rights, we wish to support the analysis of Celeste Trianon (Trans-female activist and lawyer) regarding the report by the Committee of Experts on Gender Identity. We share her concerns regarding the report’s approach, its underlying assumptions, and its potential consequences for trans people.
This report, published in May 2025, comes at a time of rising tensions for transgender communities. Although it claims to offer a balanced perspective, It does not prioritize trans voices and presents gender identity as binary and fixed, thereby ignoring the diversity of human experiences. We are concerned about the use of discredited theories and anti-trans rhetoric, which only serve to legitimize discrimination. The emphasis on “biological sex” at the expense of gender identity could undermine the rights that trans people have already secured and lead to the passage of restrictive laws.
In the health and education sectors, the report suggests approaches that could potentially make it more difficult for transgender people to access healthcare and educational support. Guidelines regarding single-sex spaces and sports perpetuate a culture of exclusion and marginalization.
Despite acknowledging certain forms of discrimination, the report reflects the arguments of anti-trans groups more than the lived experiences of the people affected.
We urge policymakers and the public to reject these regressive approaches. We advocate for policies that defend the rights of transgender people, prioritize their lived experiences, and promote genuine inclusion.
The rights of transgender people are fundamental human rights. Let’s move forward together.
